Prior to 9/11, it was understood that an order to shoot down a commercial aircraft would have to be issued by the National Command Authority (a phrase used to describe the president and secretary of defense). Exercise planners also assumed that the aircraft would originate from outside the United States, allowing time to identify the target and scramble interceptors. The threat of terrorists hijacking commercial airliners within the United States—and using them as guided missiles—was not recognized by NORAD before 9/11.
In other words, a hijacked plane coming from outside of the United States smashing into the World Trade Center is a COMPLETELY DIFFERENT scenario as opposed to a hijacked plane coming from within the United States smashing into the World Trade Center. Because hijackers originating from within the United States would never conceive of such a thing. Just hijackers originating from outside of the United States. That makes complete and total sense. NOT.
Also, shouldn't the tapes from these teleconferences be made available to us?

NORAD Officer: Ok, launch fighters to intercept.
NORAD Person: No sir, you don't understand, they were hijacked WITHIN the United States.
NORAD Officer: Oh geez... what do we do? There's no protocol for anything like this. What do we do? WHAT DO WE DO?!?
That's how ridiculous that is.
Do these people deserve to know how and why their loved ones were murdered? Do we deserve to know how and why 9/11 happened?
