The schools in the metropolitan area disallowed outdoor activities during the snipers' "reign of terror." They conducted zig-zagging duck-and-cover runs from school to bus or car (reminiscent of nuclear desk drills in the early 60's.) Major parking lots were nearly empty, and normal people were seen bobbing and weaving while filling their tanks at gas stations. In addition to anthrax scares here, which prompted the postal service to urge citizens to put boxes outside their homes to collect mail, and the use of protective gloves while opening same, I would say that we were seriously psy-opped.
