Your understanding is completely wrong. perhaps trying to verify your understanding first before running into every other assumption that can be had from that understanding would help.

here is why you're understanding is wrong:
what is shown on a radar screen is not merely transponder signal. there is also 'primary' target. which is the physical _reflection_ of a radar signal sent. that means, regardless of transponder equipment or aircraft (unless it is of stealth variety), there will always be a blip seen on the indicator. primary target is nothing more than bouncing signals off objects...signals that originate from the radar itself, not the aircraft.
the reason transponder info can be dropped at any time is because the signal originates from the aircraft...it uses it's own radio to transmit it's 'reply' to the interrogation sent out by the secondary radar...which is also known as IFF/SIF or MSSR.

the primary target with secondary target (transponder info) together make a correlated target, or reinforced target.

from time to time, the radar can drop targets or get false targets...this happening only occurs maybe once a week or so, perhaps bad weather, and is not of serious nature. ATC's can still direct traffic, even so, they still call the radar maintenance shop as soon as the slightest inconvenience arises. Also not likely to happen to multiple radars simultaneously so it is fairly insignficant. ATC's know full well what false targets and dropped targets look like. they don't stay dropped or stay as false...they change with each scan and don't happen singularly...usually in groups. as opposed to slipstreamed targets that could very well confuse the ATC's which blip lost the transponder signal by staying as false simultaneously.

I just have problems where ATC's say that they watched United 93 crash in Shanksville on their radar and felt helpless because they couldn't do anything about it.
Even the Coroner changed his story. The original video has him saying that there were no bodies.
Why was the crater used as a Court Exhibit ?

I don't buy the fact that the huge jumbo jet buried itself in the dirt. If it had they would have had to dig it out to remove the bodies and clear the wreckage.

Do you know where I can get information regarding the strange series of events that occurred in the Cleveland Airport on 9/11.
The history channel mentioned something about a Delta flight.

don't take my word for it completely though, i'm not an expert or anything. i just have a little experience in the field. i only worked on asr radar..which is the radars that direct traffic around airports. as such i was not dealing with a center, just a rapcon. arsr radar is the long range type that directs routes. either way, they operate largely the same in that there's a radar originated signal that bounces back, and the transponder info is separate, using separate transceiver equipment and dependant upon the transponder of the aircraft. there are space based radars as well that norad uses i believe but not entirely sure what constitutes it.

anyway it is refreshing to see somebody thank me after i bring up what is wrong with their argument. too often i get people who take offense. good on ya.

anyways i do believe they felt helpless with flight 93, and that it was flight 93 that they were talking about...and met it's end over shanksville. HOW it met its end is what I'm wondering. I don't buy the fact that it buried itself in the dirt either.
I think the cleveland airport incident with 93 was a misprint and that the newspaper that printed the article has retracted it...which is where loose change got their idea that it landed in cleveland...which is where hit-peices and debunkers like to focus on, therefore probably why you heard it on the history channel. i don't know about it being a delta flight though.

I see truthers linking to that page on blogs and message boards. A lot of good minds could be distracted, if not lost, by being lured into the strange and unproven theories promoted by these people.

Worse, they could go around repeating these silly claims and make the real truth movement look bad.
