The wtc7 oddities between towers destruction, who is this man?

Since the recent release of the NIST FOIA, this short clip reveals a person of questionable presence. Who is he? Secret Service Special Agent Bennette who is acting as a liaison of sorts for the Tower 7 lobby after Tower 2 has come down, but when asked his title, he states O.S.T. Quick search of OST, (Office of Secure Transportation) reveals an arm of the Department of Energy responsible for the transportation and security of nuclear and, or "related" materials...

Curious, if anyone had caught this tidbit, and if indeed this man is indeed, OST. Also, more of this camera operators footage would hopefully make it's way into the fold.

I'm also interested in another point... Didn't Mr. Jenning say that he thought he was stepping on cadavers walking out the building in the hallway? Does anyone know if he might have gotten out by some other doors, or does that put to rest his suspicion on that matter? Or maybe I misunderstood what he said...

I've been posting a bunch of these NIST FOIA videos and this clip was going to be my next one, with the angle of "Didn't Jennings say..." Given my track record, I'm obviously not a debunker, but in this clip you get a glimpse of two "lobbies" on two floors and there is no sign of dead bodies. I think we need someone who is very familiar with Jennings's story to look at this video and make some sense of it all. Without that clarification, debunkers could have a very easy time discounting ALL of his testimony based on this video. That's just my sense of it, anyway.

I believe Jennings was trapped upstairs in the building at this time.

In his interview, he says he walked out of the building through a hole in the wall that he thinks was created by the firemen.
