FEMA: No Records Identifying WTC 7 Department Of Defense Branch Office

The following is a February 12, 2009 Freedom of Information Act (FOIA) reply from The Federal Emergency Management Agency (FEMA), within which it is stated that no records were located identifying what Department of Defense (DoD) service branch occupied the 25th floor of World Trade Center building 7 destroyed on September 11, 2001, as described in chapter 5, page 2 of FEMA's World Trade Center Building Performance Study.

Lies and runarounds
Your efforts should be followed up by NYC CAN when it's launched. You are getting a complete run-around, Aidan. This is not acceptable.
First of all, FEMA isn't even an investigative agency, so why in hell were they allowed to do investigations in the first place?? Since when is management the same as investigation?
So we have FEMA doing "investigations" and Controlled Demolition, Inc. doing "clean up."
FEMA was given $1 Billion
by Congress after 9.11 & they started the Capitive Insurance Fund. They parked that Billion with BlackStone group hedge fund. The newly formed Insurance company then hired lawyers to fight 9,000 first responders, who were looking for compensation to pay their medical bills, etc.
They have spent over $100 million fighting our hero's. They have payed out only $300,000.
Joe Allbaugh was the head of FEMA @ the time, he was also Bush's COS in Texas.
FEMA was really a agency of destruction against the American people, under GWB.

What about asking NYC who occupied the relevant floors for tax and insurance purposes and who was responsible for the floors. There should be more information in the City files and this would be public information.
Let me get this straight
FEMA could not find documents supporting an assertion in its own building performance study?
Did they try calling their own offices as part of the search?
