A great bank robbery
Just a possibility. That the planes, and explosions were all distractions, to keep the investigators away from the lower levels, or bank vaults, in particular. Remember there was one large truck left behind, that had been loaded up with a huge amount of gold.
If there was a supposedly $16 billion amount in storage before the incident, then just a mere claiming of $220 million afterwards, there seems to be a discrepancy there. This snafu is generally ignored, because I think the day was a great bank heist. Not just a far-fetched hypothesis, at least to me.
And the leader of this Apple-Dumpling Gang continues to act like Tim Conway, acting like the bumbling sheriff of the country-bumpkin town..., and we are laughing our heads off, like idiots watching this crazy western.

Sounds more like C.O.D. for the crew that rigged the place. Called up for the job, by a legal department at the landlord's indemnity contract holder. Who in reverse turn were called up by nuck-nucks sipping mint juleps while talking on a voice morphing phone with the bill sent to Hilary. Small price to pay for her selection. No?
