The state plans to hold an exercise in mid-August simulating the explosion of a half-kiloton nuclear device at the entrance of Honolulu Harbor, a mock blast that theoretically would result in 10,000 casualties.

State Adjutant Maj. Gen. Robert G.F. Lee, head of the Hawai'i National Guard, said Hawai'i is one of the first to take on the nuclear device planning.

Several hundred state and military planners and first responders will take part Aug. 14 to 16 in "Exercise 'A Kele."

Edward Teixeira, vice director of state Civil Defense, said the name of the exercise uses the Hawaiian words " 'a," for hot and fiery, and "kele," for impurity, signifying radiation.

The Department of Homeland Security about two years ago developed 15 national planning scenarios, including simulating an "improvised nuclear device" explosion.

Planned for a year and a half, 'A Kele comes as Hawai'i reportedly was targeted on the Fourth of July in a North Korean test of a long-range Taepodong-2 missile that U.S. officials said blew up 42 seconds or sooner after launch.

The half-kiloton explosion being simulated in Honolulu is smaller than the 15-kiloton bomb dropped on Hiroshima in 1945. A larger, 22-kiloton device exploded over Nagasaki.

Teixeira said the blast radius for the simulated exercise will encompass the diamondhead end of Honolulu Harbor, overlap Sand Island, and with prevailing winds, a plume will extend out to sea paralleling 'Ewa Beach.

State and federal military command and emergency responders will take part, including U.S. Pacific Command at Camp Smith.

"Essentially, you will see many emergency operations centers going round the clock," Teixeira said.

Although Honolulu Harbor is the site for the simulated explosion, Bellows Air Force Station will represent "ground zero" for the blast, and several hundred emergency responders will have roles there, including the state Urban Search and Rescue Team to search for casualties, and the Honolulu Fire Department, which will work with the health department's radiological monitoring team, Teixeira said.

Lee said he didn't want to turn the exercise into a mass casualty drill, and "we're not going to shut down commerce."

But he said it would be big enough, using computers and other communications, to simulate the loss of 30 percent of island communications.

TEST-CASE SCENARIO

The exercise will help the state develop a nuclear explosion evacuation plan. Officials said there is a terrorism response plan calling for a collective state and federal response using the powers of the president to declare a disaster.

"(But) for a nuclear scenario like (the one planned), that particular plan has to be developed," Teixeira said. "So this is good. It forces us to get there."

During the Cold War years, there was a plan to deal with radiological fallout and an evacuation plan to create one-way streets and move people away from Pearl Harbor and the Honolulu area — likely target areas — and up to the North Shore, Teixeira said.

There also was a component to airlift and sealift possibly 100,000 people to Neighbor Islands, he said.

"Once we find out what happens (in the upcoming scenario), we'll be calling for (simulated) evacuations back to a safer distance," Teixeira said. "It may not be all the way to the North Shore, but I'm thinking in those terms, because when you see something like that go off, and we start picking up radiological readings, you don't know where the buffer zone is going to be."

Teixeira said in a real nuclear explosion, there likely would be a lot of fires and calls coming in from all over the city to 911. An electromagnetic pulse could make phones go dead.

A presidential disaster declaration would allow the Federal Emergency Management Agency and military to work with the state. If that couldn't be obtained right away, U.S. Pacific Command would be able to assist the state until a declaration was made.

MODEL FOR DISASTERS

Lee said the state was out front when it conducted an avian flu exercise last August, and for the upcoming training "we'll be shown high interest" from the Defense Department because it is trying to build a nationwide exercise on improvised nuclear devices, Lee said.

"They are going to take a lot of lessons learned from Hawai'i," he said.

Although the exercise is occurring in the wake of the North Korean missile test, officials said it was planned long before.

In comments yesterday, Lee also downplayed the danger to Hawai'i of the missile test, which the conservative Japanese newspaper Sankei reported targeted waters off the state.

"It's good to be a small set of islands in the middle of the Pacific, because there is absolutely a huge difference between the ability to reach, and the ability to actually hit something," Lee said.

"I think we're giving too much technical credit to the ability of the North Koreans."

Beyond that, Lee questioned the veracity of the Japanese report saying Hawai'i was targeted.

"All I can say is I have not received any factual basis that lends credibility to that report," he said.

GREATER THREAT

An improvised nuclear device may be a more real threat.

John Pike, director of Virginia-based military think tank GlobalSecurity.org, said a version of a North Korean medium range missile will fit inside a 40-foot cargo container.

"You can put those cargo containers on tramp steamers that you can buy on Web sites for $1 million apiece, and there are 100,000 ships like that," Pike said. "The United States does not have positive identification of all those ships."

Lee said the security "is fine within the state of Hawai'i," and people should make preparations for natural disasters and have water and other supplies on hand, but an improvised nuclear device "is a little more realistic threat we have to prepare for than a (North Korean) missile."

Media Invited to Embed with Canadian Army

Members of the broadcast and print media are being invited to embed with the Canadian Army, and to experience a "battle rhythm" of combat-related activities and exercises.

Some 2,500 soldiers from across Ontario will be involved in what's called a "practise Full-Spectrum Operation" during EXERCISE VIGILANT GUARDIAN '06, to be held in Petawawa, ON from Saturday, August 19 to Sunday, August 27.

The exercise is described as a chance for reporters and news crews to experience the embedding process and to get an inside look at life in a Forward Operating Base; living with, patrolling with, and reporting on Canadian soldiers in an operation-like setting.

Opportunities include: cordon-and-search operations, presence patrolling, raids and vehicle checkpoints. As well, there will be opportunities to cover artillery live-fire and armoured reconnaissance.

Embedding media can sign up for as long as they want, up to the duration of the Exercise.

There will be high-speed Internet connections available at an Exercise Public Information Centre to assist media in sending/filing their stories from Petawawa; media are advised to bring their own laptop computers for composing stories.

For embeds, the ideal is to plan for a two-and-a-half day embed, with a first half-day for orientation prior embedding on the first evening. The second day reporters would integrate with soldiers as the troops ready themselves in a planning and preparation cycle. Reporters are given insight into battle procedure, and will accompany the soldiers on assignment the third day.

The exercise will involve all 40 of the Reserve units of Land Force Central Area (LFCA), the Army command in Ontario. Air Force, Communication, and Field Ambulance Reservists will also deploy to support the exercise.

Full-spectrum operations can include simultaneous combination of humanitarian assistance, stabilization and/or peace support operations, generally set within the context of medium-intensity fighting, exercise spokepeople describe. As the culmination of a year of training, Vigilant Guardian '06 is designed to demonstrate the skills and cohesion of the units involved and will simulate as closely as possible actual overseas operations.

A suggested packing list of personal gear and clothing for media is provided to the media, with notes on clothing to be worn and suggested items for a small knapsack.

Given the recent attention to the lies of NORAD and Pentagon, I think Truthers at this time should be flogging the "wargames" angle on TV. This "young man" for all we know could have been a military officer. Everyone would agree that at 30years old, thats still "young"? That being said, in the military, if you went to someplace like Annapolis or West Point. You're an officer at age 23.

I work for a company (it rhymes with Niemens) that designed aspects of the fire contol systems that were installed in the WTC prior to 9/11. We have many competent and qualified engineers on our staff that have refuted our government's ascertations that jet fuel plummeted down the sealed elevator shafts causing the lobby to explode in an uncontrolled inferno. Unfortunately, our company has shown no desire to publicly address this issue because of our close ties (i.e. contracts) with the current administration. Privately we (those of us that work in the fire control systems division) have been told that although the data we have received regarding the supposed failure of our system is flawed and incomplete, no further inquiry or examination is to be made into the event. Since 9/11 our segment's business has increased by 40% even though our system was widely reported as having failed. Many of my coworkers that are higher up the food chain than I have privately expressed their discouragement with both our employer and our protector, the U.S. government. I have personally brought in copies of your movie to share with these coworkers of mine (since our company blocks access to your website) and they were stunned at the ramifications of your research. I just wanted you to know that you ARE reaching people, and while your movie may have been made to reach those in the younger demographic, you have opened many eyes and ears in the 30-50 years age range we mainly employ. Please keep up the good work. There are still many of us that are too scared to speak up, or have been threatened to keep quiet by those that support us financially. I eagerly await LC3 so that I can burn more copies and hand them out to friends and coworkers here in Dallas.

Lately it seems like every time the MSM gets someone on TV to talk about 9/11 "conspiracy theories" the first thing they bring up is the Pentagon. IMO this is not an accident, it's by design.

When being questioned about the Pentagon, Jason Bermas said there was "no wreckage"...???

Please, anyone reading this who has an opportunity to appear on mainstream news shows, please DO NOT say there wasn't wreckage found at the Pentagon, because there most certainly was!

And try to stay away from the subject of the Pentagon if possible. IMO you all that should be said is "I don't know what hit it, because five years later the government still hasn't released clear footage of what hit it yet" and then immediately try diverting attention away from the Pentagon to the subject of Building 7 and all the witnesses that heard bombs going off at the world trade center before the towers fell.

Try to read at least one of the quotes from the FDNY like the one above.

Yes, you're correct. We also designed the phones and the linking systems that a majority of the tenants of the WTC used. It is public knowledge that our company designs many products in the electrical/telecommunications industry. Because of that, our fingerprints are everywhere, which is part of the problem our company faces in responding to the accusations that were made regarding our purported "failure." I can report that my company has received ZERO inquiries from potential clients into the safety of our systems AFTER the 9/11 events. They are still some of the safest, most modern fire control systems in the world. We are currently installing them in a new highrise hotel here in Dallas, as well as countless smaller and lower profile buildings. Rational thought would dictate that clients would be concerned with the million dollar systems we develop to protect their investments, but it's inferred between the lines that we were not at fault. We have issued no releases regarding the safety of our systems, nor have we had any cancellations of planned projects due to our hand in the supposed failure of said systems in WTC Towers 1 & 2. We still use the exact same design in all of our systems since we have received no report of failure save for the WTC. And like I said earlier, our data shows that our system did its job that day. Our fire detection and prevention system continued to do its job that day UNTIL our computer controlled system was destroyed in the basements of both towers. The explanation given to us for why they went offline never meshed with our data, but our servers were still working up until that moment and transmitted data regarding the timing of vent closures, sprinkler systems engaging, and other aspects of protection that our systems were meant to observe and control.

Alex Jones is the one I'd really like to see on FOX... From what I remember, his appearances on CNN's Showbiz Tonight were great... I truly hope they'll let him on the air on FOX.
