A FOIA request by James Gourley regarding firefproofing upgrades at the WTC has produced the following documents zipped up in a 31 megabyte file that you can download and examine here;

There doesn't appear to be a "smoking gun", but take a look if you are interested.

Same Company Involved In Upgrades & Ground Zero Clean-Up

Some records describe a "Turner Construction" organization participating in the WTC thermal protection upgrade process.

Wikipedia also cites their involvement in the post-9/11 Ground Zero clean-up.

Turner Construction was in WTC 1 38th floor on 911

Part of the address was obscured on the PDF. Document 4. Page 4.

I found that they were located on Floor 38 on 9/11/01 according to this from Wikipedia.

The CEO of Turner Construction from 1999 to 2006 is now the mayor of Dallas, Tom Leppert.

Leppert served on the Board of Directors of Washington Mutual, the United States' largest savings and loan association,[2][3] at the time of its seizure by the FDIC on September 25, 2008 (with most of its functional assets sold in a government-negotiated arrangement to JP Morgan Chase). It was the largest bank failure in U.S. history.[4]

Leppert was appointed as a White House Fellow by President Ronald Reagan; in this role he served in the Department of the Treasury and White House Staff.

Turner Construction is now on Floor 10 of new WTC 7 and...

They are contracted by Larry Silverstein's Silverstein Properties to build one of the buildings, Tower 2, of the proposed new WTC project.
Note that they also built the Hearst Building in NYC. Hearst is owner of Popular Mechanics.

As a follow-up, there may be some documents that should have been produced in response to my request, but were not, for some reason.

First, the so-called Buro Happold report on the insulation upgrades was not included in the documents. It's mentioned on page 25 of the following document (page 77 of the .PDF):

Also mentioned on that page is a report from Merritt & Harris, Inc. This report is also mentioned on p. 13 of the foregoing document.

Because my original request was for all records that "relate to" the fireproofing upgrades, I think these reports would certainly qualify.

The particular records sought by this Request include all records relating to the fireproofing upgrades cited in NIST's final report on the collapses of the Twin Towers on the following report pages: NCSTAR 1-6A, page xxxvii; NCSTAR 1-6, page 20; NCSTAR 1-6, page lxxi; NCSTAR 1-6, page lxvii-lxix; NCSTAR 1-6A, page xl, 44 and Table 4-2. The records requested herein also include all records relating to when the fireproofing upgrades were performed, descriptions of the work actually performed during the upgrades, the exact number and location of each floor upgraded and the names of the companies and individuals involved in the upgrades.

It is believed that all records responsive to this Request are currently, or in the past have been, in the possession, custody or control of the group of scientists (including scientists working for subcontractors of NIST) that studied the World Trade Center collapses under the National Construction Safety Team Act and authored the final report NIST issued because these upgrades are referenced numerous times throughout NIST's final report. This is not intended to limit the scope of NIST's search for records responsive to this Request, but is merely intended as a suggestion as to where such records may be found.

The undersigned requests a waiver of any and all copying fees because these records will be used for academic research purposes. In the alternative, the undersigned agrees to pay reasonable copying fees associated with the records provided in response to this Request, not to exceed $500. The undersigned also kindly requests that, before actually producing responsive records, NIST provide the undersigned with a list of all responsive records in its possession, custody or control that are responsive to this Request, along with an itemized estimate of the fees associated with said records. The foregoing request for an itemized list of responsive documents applies regardless of the total estimated fees associated with this Request because it will aid the efficient processing of this Request.

In PDF(1): WTCI-30-P The file indicates that the floors in tower 1 and tower 2 that were impacted, were all 'Full Floors', tower 1 floors being occupied by a Marsh & McLennan.

A quick look at Marsh & McLennan's web site (MMC) and you'll find Kroll in the header as well as a EXECUTIVE OFFICER OF MMC being the president and chief executive officer of Kroll - Ben F. Allen.

On site bio:

"Ben F. Allen, age 43, is president and chief executive officer of Kroll, a position he assumed in March 2008. In July 2007 Mr. Allen was named chief operating officer of Kroll while continuing in his position as president of Kroll’s Technology Services Group.
