Port Authority Of NY/NJ No Longer Possess Some World Trade Center Property Records
In an effort to gain a better understanding the final months of activity within the World Trade Center towers in order to possibly shed light on what may have lead to their destructions, a Freedom of Information request of the Port Authority of New York/New Jersey sought the following:
Complete list of outsourced contract projects performed upon World Trade Center buildings 1 and 2, at the request of the Port Authority of NY NJ or tenants of World Trade Center buildings 1 and 2 and authorized or negotiated by the Port Authority of NY NJ during the period January 1, 2001 - September 11, 2001.
The following reply was received on March 4, 2008:
This is a response to your March 2, 2008 request, which has been processed under the Port Authority's policy on Freedom of Information, (the "Policy," copy enclosed) for a "list and nature of outsourced contract projects performed upon World Trade Center buildings 1 and 2". Please be advised that there are no documents in Port Authority files responsive to your request.

It is very possible that all of the property records of the World Trade Center towers were lost on September 11, 2001.
PA of NY/NJ offices were located on floors 3,14,19,24,28 and 31 of WTC 1.

No documents responsive to the request?
This can mean a lot, for example:
Maybe the "projects" weren't outsourced
Maybe the projects weren't called projects
Maybe the projects weren't contract based
So maybe create a different query?
They will only give what you ask for, not what you logically imply!

I understand how bureaucracy works
and if you don't ask for something specifically, then they have an excuse not to give it to you. 'Oh, you didn't ask for that form'...
However, has the PA released much of anything to anyone? I know that it took years just to get the floor plans and that even the NIST investigators couldn't get access to any of the original documents, so this is way beyond simply not asking the right questions. The PA has a long history of secrecy and stonewalling.
PANYNJ FOIA Requests
I also received an FOIA response from the PANYNJ just recently. My information request was for records of any major scheduled "power down" and electrical cabling work in the week or weeks prior to 9/11 (researching the Scott Forbes story). I simply got back the answer that they have no records for that information request. But of course I am going to appeal.
I also sent of FOIA requests for information of any preceding major "power downs" and electrical cabling work to the FBI, NSA, CIA, Dept. of Homeland Security and FEMA. (Of those the NSA has responded just two days ago with "no information exists" also.)

1) All traffic stops involving the George Washington Bridge detail on September 11th 2001 both near or on the bridge including the multiple roads leading to the GW Bridge locally in Fort Lee NJ and on routes: 46, 80, 95, and the Palisades Parkway.
2) Any and all police records from 9/11/01 related to men stopped or arrested in a van.
3) Any and all police records from September to December 2001 which mention "Urban Moving Systems."
4) Any security situation or warnings issued concerning the George Washington Bridge on 9/11/01, including closures, and the details and duration of this closure.
5) Any records of contact with the Federal Bureau of Investigation on 9/11/01 or 9/12/01.
6) Any contact/liason with any bomb squad officers on 9/11/01 or 9/12/01.
7) Any contact/liason with local Fort Lee police on 9/11/01 or 9/12/01.
9) Any contact/liason with other federal agencies including Bureau of Alcohol Tobacco and Firearms, the Department of Justice or the Secret Service on 9/11/01 or 9/12/01.
10) Any contact/liason with the police commissioner of New York City or the NYC Mayor's Office on 9/11/01 or 9/12/01.

That is encouraging.
I agree with FredHendrik it may be a lingo problem.
But also, maybe ask for documents on information damage assesements. That is inventories made of destroyed documents due to 911 of PA offices located on floors 3,14,19,24,28 and 31 of WTC 1.
I worked at Fuji Bank on the 79th
floor of WTC 2 during the summer of 1999, and at that time they were finishing up their program to prepare against a disaster. It seems that they had files backed up or some such thing. A lot of companies must have been carrying out that kind of work. Don't you think the Port Authority would have had such a program as well, and in that case would have backed up many of their files to another location?
I'm fairly confidant
that if push ever comes to shove the leaseholder of record, Larry A. Silverstein, will simply state that all the records were destroyed when his offices in WTC 7 were destroyed. One would think that there would be a legal requirement to keep copies off site, but if there is it will be but a slap on the wrist for the mass murdering billionaire.
Just one more reason to bring that building down so completely.

I take it that ACE Elevators
has not provided a service itinerary for the World Trade Center either? And since they are corporate and not government, a FOIA would not work with them. Still this is food for thought for the Citizen's commission with subpoena power...
Securacom likewise will probably not be responsive as to when either cable or elevator work was carried out. How convenient to have a new private security company in charge after 30 years of public control! You get both windows of opportunity for rigging the towers with explosives during off hours AND you get exemption from FOIA after the fact.
How very convenient! All property records re: the biggest mass
murder in U.S. history were all kept on location, & now they're gone. (No duplicates kept on file elsewhere, none on computer backup, etc.???)
