That is not to say that the federal government shouldn’t play a role in establishing baseline standards. However, I think there is a risk that the federal government may legislate in a way that fails to protect privacy (by enacting rules that don’t grapple with evolving technology) that under-protects (by enacting rules that reflexively seek to require a warrant for all uses of unmanned systems, without recognizing that some technology driven solutions can be more protective than merely requiring a warrant), or Congress may over-protect, depriving the public of the benefits of unmanned systems through an outright ban".
