The public's preoccupation with conspiracy theories and the paranoia those theories breed provides handy distractions for those whose agendas require deceit and confusion to achieve success. Misinformation is the name of the game, a game that has been played throughout time by the power elite and lesser versions of those who wield enough power to manipulate public opinion, markets, and economies. Confusion is a good cover for any number of unethical and anti-democratic activities around the world and a conspiracy theory can generate an abundance of uncertainty.

There are two primary tools with which to preempt a conspiracy theory: objectivity and transparency. Let's begin with the latter.

One of the most enduring conspiracy theories of modern times, the assassination of JFK, will continue to be the subject of much discourse and discord for years to come for one conspicuous reason: the official investigation by the Warren Commission denied the public access to both the evidence and the investigative process. There was no transparency. Without uncensored access, there can be no acceptance by an inquiring and energized citizenry that wants and, in fact, needs the truth so that it can achieve closure and participate fully in driving their government's response to what is uncovered. We need to know the truth about the inner workings of our government in the same way that knowing a child is dead is preferable to not knowing anything about a child that has disappeared. Uncertainty breeds discontent.

A conspiracy has less fertile ground in which to grow if fact-finding is executed free of any preconceived conditions i.e., hidden agendas. The investigators must be up to the task of uncovering the truth free of all presumptions, including some perceived ill consequences and the need to "protect the public." That kind of objectivity can only be established under the close scrutiny of the public eye. Anything involving the government in a democratic society automatically makes the public the primary stakeholder. We have a vested interest in the outcome and, because our government is "of, for and by the people," we must have all the information, especially in critical times. How else can we direct and support the actions of our representatives in an informed and enlightened way?

The truth of the attack on 9/11 by whatever forces were at play that day and by whomever was really involved suffered its greatest blow the moment that GW Bush and his regime of neo-conservative ideologues added the executive branch of the US government to its legislative holdings and began accelerating its well-documented plans for major changes in the oil rich Middle East that were published before 9/11/2001. This is not to say that our government was completely honest and forthcoming prior to W's arrival, far from it. Since the beginning of our great country, those "leading" our democracy have been progressively more selective about what they let we the people know. However, with a complicit Republicancontrolled Congress and a derelict media, the GW Bush administration quickly elevated government secrecy and subterfuge to new heights, so that the moment that third-world, religious ultra-conservatism collided in Lower Manhattan with the twin symbols of global, corporate imperialism their integrity was already suspect.

It is clear, now, that Bush (with Blair) was intent on invading Iraq well before 9/11 and that any analysis offered as "objective" by he or his people after the invasion was purposefully deceitful. In contrast to the earlier "independent" Get-Clinton investigation directed by Ken Starr and an unlimited supply of taxpayer money, Bush controlled the make-up of and investigation by the 9/11 Commission as well as the resources and the timing of the report's release. As a result, the critical study failed to address many of the questions and issues put before it, further cultivating the atmosphere of conspiracy.

In short, by its association with the Bush Administration, which resisted providing vital information and refused to testify under oath, the 9/11 Commission had limited credibility. Rather than providing an unbiased look at the details surrounding the attack on 9/11, their report was damage control, providing the best possible spin in an otherwise disastrous performance by the executive branch.

No objectivity. No transparency.

All of this leads to a third piece of the conspiracy prevention puzzle: the need for vigilance. While those of us with limited access to the facts wrestle with what we can get our hands on the details provided by photos and observers, the analysis of curious experts, etc the real potential for a conspiracy exists in a much more ambiguous realm. A strategic conspiracy of competing, yet mutually reinforcing ideologies evangelical (corporate) fascism vs radical, third-world Islam is much more powerful than any conspiracy that may be elucidated in the details of crumbling buildings and failed air defense systems. Bush and the neo-cons were looking for a reason to take-on and take-over the Middle East (and its oil). All they needed was a trigger event and by allowing their plans to be known ahead of time they baited/encouraged the extremists to attack and somehow those extremists timed their attack when we had our guard down, both militarily and as a discerning public, thereby providing the best possible excuse for us to join them in the streets of Baghdad.

A conspiracy of ideology, a climate of mutual annihilation, prevented only by transparency, objectivity and vigilance leading to the fourth piece of the conspiracy prevention equation: accountability and justice. When the people who committed us to the folly in Iraq pay for their deceptions and the lives lost or forever altered, the question of conspiracy will die with them. Until then, the conspiracy theories attached to the mayhem of September 11, 2001 will continue to fester in the America's body politic.
