Came across this article in the Israeli paper Ha'aretz about how unlucky poor Larry was with the whole 9/11 thing, and how bravely he weathered the tragedy... here's an excerpt:

Silverstein told his friends in Israel that for the next five years, he will be busy rehabilitating the site. It's the last project of my life, he explained to an Israeli acquaintance. To advance his project, Silverstein needs the support of politicians. He has paid three visits to Washington since September 11. As the largest private donor to Hillary Clinton, he has an open door to the office of the junior senator from New York. Other senators who received hefty donations from Silverstein have said that they are in favor of the project at Ground Zero.

In 1993, he became entangled in a lawsuit. Harry Miller, a Vietnam War veteran, sued Silverstein, who owned the Runway 69 dance club in Queens, for his alleged involvement in the trafficking of heroin. Also on the list of defendants were Richard Nixon, Bill Clinton, Ross Perot and Colin Powell, who were alleged to have perpetrated acts including serial murder for 25 years, since the war in Vietnam, as part of a conspiracy to distribute heroin.

In January 1994, a New York court threw out the suit; an appeal by Miller was later rejected. Although the bizarre suit was not reported in the press, it bothered Silverstein. Information about it reached Israel. Opponents of the free-trade zone in the Negev said that Silverstein, who was involved in illicit business ["dance" club-RT] in New York, should not be allowed to be part of the Israeli project. It was not until the late 1990s that Silverstein began to recover. The leasing of the WTC properties was to be the climax of his life.

After months of angry and raucous protest outside a nude dancing club in Forest Hills, Queens, the landlord of the property said yesterday that he would pay his tenant $125,000 to transfer his lease to someone who will operate a comedy club there instead.

The landlord, Lawrence Silverstein, said he would also relieve his longtime tenant of $32,000 in past-due rent as part of the deal. He said he had not been aware that tenant, Stelious Stephanou, planned to operate a nude club until it opened in February.

The club in Forest Hills opened with little fanfare on Feb. 18 after Mr. Stephanou, who until last year ran a discotheque there, hired Goldfingers International to turn it into a nude cabaret called Runway 69.

But wait! Two weeks before the NYT conveniently had reported that it wasn't THE Larry Silverstein, but a different Larry Silverstein... huh?!

Office towers, yes. Larry A. Silverstein owns those. He's had his hand in stores, hotels and a mart.

But a building in Forest Hills, Queens, that houses a nude dancing club called Runway 69? Could its landlord be the Larry Silverstein who is president of Silverstein Properties and a former chairman of the Real Estate Board of New York and a board member of New York University and U.J.A.-Federation?

Well, no.

Although news accounts of the Runway 69 imbroglio referred to Larry Silverstein, the owner is Lawrence Silverstein, of Forest Hills, who has said he was unaware of the tenant's plans until the club opened.

Larry, however, has been fielding dozens of calls from astonished friends and associates and politicians, seeking assurance that the Silverstein they keep hearing about is not the Silverstein they know.

"I have to tell them it sure as hell is not me," Larry Silverstein said. "I've also received calls from colleagues of mine asking for tickets. When that started to happen, I said, 'This has gone too far.' "

Lawrence sympathized. But he also saw some justice in this case of mistaken identity, as he is "always besieged by people seeking contributions" -- from Larry Silverstein.

This is why IEDC and others thought the promise of 20,000 jobs and $750 million of investments - with no government aid - should have sounded attractive. It should have.

After the FPZ law was passed, leftist bureaucrats secretly re-wrote the law. They introduced 32 changes to the 67-article FPZ Law. These changes were designed to "restrict the concessionaire," as the Free Zones Council itself explains. In other words, the Council cut the reform element out of the FPZ Law to make it Israeli business-as-usual: bureaucracy rule in place of the rule of law. IEDC tried to show Israeli political leaders the bureaucrats were acting illegally, and making a laughing stock of Israel in the eyes of international businessmen, and members of the U.S. Congress and Senate who supported the zone law.

IEDC's board of directors met the late Prime Minister Yitzhak Rabin a week before his assassination. Rabin promised the Board there would be no changes. A month later, on December 12, 1995, Larry Silverstein, IEDC's President, met with Prime Minister Shimon Peres in Washington. Again, the Head of State promised no changes to the FPZ Law. Both the late Prime Minister Rabin and Prime Minister Peres acknowledged Israel's bureaucrats have a world-wide reputation of violating agreements and abusing the legal rights of businessmen, unacceptable conduct in Western democracies. On January 1, 1996, a broadly smiling Finance Minister Avraham Shohat submitted the changes to the Knesset. In response, IEDC closed its doors. The point IEDC made is clear: not IEDC or any concessionaire could market a zone based on the rule of no law but bureaucratic power.

THE ROAD TO APPROVAL WAS NOT EASY. Two committees appointed by Shohat to study the proposed FEPZ rejected the idea, as did the chamber of commerce. Labor groups, academics, and many in the media invoked the images of primitive sweatshops, suggesting that Israel would be turned into a "banana republic." The bill concerning foreign workers is conceptually reminiscent of the Free Export
Processing Zone Law. The FEPZ Law is meant to allow foreign investors to create a
territorial enclave in which Israelis would work without full protection of domestic
labor laws. While the FEPZ law creates a territorial legal ghetto, the proposed
amendment to the Foreign Workers Law threatens to create a personal one.
The first casualties of the Foreign Workers Bill will be foreign workers. Eventually,
however, Israeli workers will be harmed as well, since the formalized existence of a
separate, weak, and isolated category of workers will eventually undermine their
status as well.

That year, however, was to bring change to the scene and a hint of hope. Back in New York, Larry Silverstein decides it is time for a change in the leadership at IEDC. This writer, David Yerushalmi, who had led the IEDC effort since its inception, is asked to turn over the leadership of the company to Silverstein, an accomplished real estate developer and ardent fundraiser for the Jewish Federation of New York, itself a big contributor to Israel. After spending more than $7 million lobbying for and marketing the Free Zone project worldwide, very few among the IEDC shareholders were prepared to just walk away from this effort. Charity was charity; but this was business - even if till now, it wasn’t particularly good business.

That year brings change in Israel also. Israeli national elections in 1996 bring a self‑styled free‑market hero to power. Newly‑elected Prime Minister Benjamin (Bibi) Netanyahu promises radical free market reform. In July 1996, Ariel (Arik) Sharon is appointed minister of infrastructure and after several ministerial comings and goings, he is given the responsibility over the FPZ project. Because IEDC’s former lawyer, Ya’acov Neeman, is the finance minister at the time, all FPZ responsibilities are shifted to Sharon, who, true to his word, promises his strongest support for the project.

During almost all of 1998, Silverstein is busy meeting with and pushing Sharon and his bureaucrats to “get the Zone done.” At first, Silverstein is so optimistic that he authorizes the effort to compete for the tender BEFORE the FPZ Law is restored to its original form. Had not IEDC dutifully read Kaddish over the deceased: the revised and distorted FPZ Law? Had not the project died?

The short answer to these questions is Yes and No. Yes the project had died. But, a sound policy proposal that artfully enticed some of the world’s most successful Jewish businessmen to invest (not donate) $7 million in a viable business that would also provide jobs and investment in Israel was not to succumb to the realities of “dust to dust” so readily. Good policy, helped along by a design for survival that relied upon a businessman’s instinct for survival and profit, was the formula for yet another Resurrection.

Indeed, the resurrection was already in motion. First, the bureaucrats literally pack their bags and fly to New York to assure Silverstein that everything will be done to insure that things will be different this time around. These bureaucrats, they argue, are all in favor of the project.

Second, the Israeli “civil servants,” albeit in the name of their minister, convince Silverstein that once IEDC is selected as the first zone’s concessionaire, the bureaucrats will go to work to change the law back as close to the original as Israeli politics allow. Silverstein agrees and the IEDC board of directors follows in tow. Even from the grave as it were, the idea embodied in the original FPZ Law, the idea that laws are meant to protect freedom, and by freedom in economics is meant free markets, and that free markets are meant to protect real competitive level playing fields, has forced itself back upon the scene. The policy lives.

Subsequently, a special “Pre‑Qualification Selection of Potential Bidders” for the zone concession is published. Predictably, only IEDC bothers to respond, and IEDC is the choice by default. But Israel is Israel and the story does not end here. The bureaucrats then provide Silverstein with the tender, essentially saying, sign here. Where? On the dotted line of a new 400‑page monstrosity based upon the “new” law. Sign here and then we’ll get down to work fixing all of the problems: business - Israeli style.

Now, Silverstein is a believer, but he is certainly no one’s fool, especially when it comes to developing real estate, even a piece of real estate in the Holy Land. He balks. “I can’t do it. This thing is a nightmare. It can’t be done.” The message is sent. Silverstein meets again with Sharon, and again with his bureaucrats in New York, this time calling in vaunted free zone experts from the U.S. capital, and by mid‑December 1998, Sharon and his team of civil servants agree: The original FPZ Law must be restored; the changes must be rolled back. Truth and logic and good policy appear to have ruled the day.

But even good policy instruments are just that, instruments. And, even the most effective is subject to the limitations of the national and political institutions that must come to bear to wield those instruments. In this case, good policy is up against the most formidable of opponents: local Israeli politics. At the time of this writing, literally as the Cabinet is sitting down to authorize the reversal of the bureaucrats’ death‑knell changes to the FPZ Law, that very same government is disintegrating into the muck and mire of an Israeli election season, prematurely brought on because Netanyahu was not a free market reformer.

But then again, neither Netanyahu nor any leader of Likud or the so‑called Israeli right could muster the humility and leadership of a modern‑day Moses and lead Israel away from dependence on aid and toward the promised land of economic independence. For that would require “a leap in being” beyond the aid‑driven power politics that control our lives so completely in this special corner of the world. And for that and the Final Redemption, we must pray.

N.B. Reports have just been received that the Finance Ministry bureaucrats have decided that they deserve another opportunity to bury this proposal once and for all. They have apparently convinced Netanyahu’s aides that he’d better not make this a pre‑election issue or they will wreck his campaign plans. Thus, as acting finance minister since Neeman’s resignation, Netanyahu’s “election campaign economics” are now held hostage to the bureaucrats in the Finance Ministry. And, if in Israel good economics are a rare thing indeed, good economics during the run‑up to elections are a non‑existent thing. Despite the opposition of the bureaucrats, Netanyahu promises once again to restore the original law. Resurrection?

To reinforce this point, the Prime Minister can use his forthcoming visit to announce that Israel is now mature enough to cut itself free immediately from at least U.S. economic aid and loan guarantees at least, which prevent economic reform. [Military aid is separated for the moment until adequate arrangements can be made to ensure that Israel will not encounter supply problems in the means to defend itself]. As outlined in another Institute report, Israel can become self-reliant only by, in a bold stroke rather than in increments, liberalizing its economy, cutting taxes, relegislating a free-processing zone, and selling-off public lands and enterprises — moves which will electrify and find support from a broad bipartisan spectrum of key pro-Israeli Congressional leaders, including Speaker of the House, Newt Gingrich.
