Many people in the freedom movement have whispered, shouted, talked and warned others about the unaccounted for FEMA facilities being built around the country for several years now. Well, it seems like congress is currently facing the issue of opening these facilities and to begin using them for their intended purposes.

The bill, which is included below, will serve as the authorization to open and declare what these facilities can be used for and what they are preparing to do.

H.R 645 begins with the Establishment of National Emergency Centers which will mandate that Homeland Security use no fewer than six existing military facilities to provide aid to individuals and families in the event of a declared emergency or natural disaster. These facilities will also be to train law enforcement entities, as well as clergy and other entities that will prepare the average citizen for a major event. There will be no fewer than six Emergency Centers with at least one being in each of FEMAs jurisdictions.

These facilities will be required to be equipped for long term stays by citizens. The bill designates an initial funding estimate at 360 BILLION dollars for a period of two years. Act now to prevent H.R. 645 from becoming law. Contact your representative and instruct them to vote no.

Mr. HASTINGS of Florida introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be--

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect--

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term ‘closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term ‘emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term ‘major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term ‘military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).

Police State

I'm not a "police state" paranoid kinda guy and I take plenty of heat for my attitude in this community. Whatever. I respect those who are concerned and watching this stuff and I'll admit I have seen plenty of abuse by law enforcement and the Feds over the years. But it's nothing new. Go back and look at Vietnam era demonstrations if you want to witness real police aggression or the civil rights demonstrations.

Ultimately, if the same kind of anger toward "the establishment" shows its head like it did back then, five or six "disaster centers" won't be able to stop it. I guess I have more faith than that and believe the general population will not stand for rounding up people by the thousands. I'm way more concerned about the damage and manipulation of the internet than I am about old school police tactics.

But to stay on topic, section 4.2 of this bill retains a certain measure of state and local authority in the case of an emergency. Part of what this movement is about is creating a new paradigm, or restoring our original paradigm, where average citizens take responsibility to make sure the laws that are created reflect our best interests. So with this bill in particular, it is incumbent on everyone to make sure that it guarantees local authority in these matters and we need to force our reps to explain exactly how our local authority will be protected. It's all about making the form of government we already have in place work for us. If that is not what we are doing, then we are lieing to ourselves and everyone else when we say we are trying to save the Constitution.

The best way to make Federal control unnecessary and impotent is to make local authority more powerful. Then again I'm from Boston, where "all politics is local."

I'm not sure you're seeing the

big picture here, peacnik. As the capitalist system collapses around us only a form of Fascist rule will suffice to protect the power, wealth and privledge of the elites. In fascism local "authority" is distinctly subservient to the concentrated power of the national state authority. I no longer argue that fascism is inevitable though. The truth about false flag terror is the key to setting back all their plans.
You're about right when you say "nothing new" (Garden Plot, etc) but what is unique is that we are entering the terminal, unresolvable, crisis of the capitalist state system.
Our rulers would be accused of criminal irresponsibility if there were only a handful of camps ready to meet the "challenges" ahead. There are hundreds of such camps.

the heat is on

I knew I'd get some heat on this. It's freezing here in Boston so it is more than welcome.

Maybe I don't get the big picture, but I get your picture because I've heard it before. I don't disagree at all with the fears and significance of false flag terrorism or fascist rule. And I'll even take it one step further. On a national level, fascism is already here. The (s)election in 2000 is an overt example as is the financial bailout. And there are dozens of camouflaged examples as well. I also agree that "the truth about false flag terrorism is the key to setting back their plans." As a matter of fact, when recently asked what I though our strategy should be now that Bush is out of office, I concluded that educating the public about false flag terrorism should be one of our highest priorities.

I guess where we part company is that I look at bills like the one above as a symptom of the problem, but not the problem itself. And treating a symptom does nothing to eliminate the problem.The problem is that the fascists (which some people like to call the elite) running the shadow government are continuing to get away with executing these events and the media, universities and politicians could care less about educating the public. That's why I am more concerned about the internet than I am about the conversion of a few military installations. And I'm not yet convinced there are hundreds of camps. I've researched the few that are claimed to be in New England, and the claims have come up moot. But what isn't moot is that when I checked out the link you provided and clicked on a link contained therein, I got a "page not found" message, which I've been getting a lot lately, and that scares me more than any of this.

My conclusion is that we can scream "concentration camp" all we want but they will just spin it any way they want and make us look paranoid. But if we start a concerted effort to educate the public about documented false flag terror (Gulf of Tonkin, Northwoods, Cheney's thwarted plan for Iran), there is not a whole lot they can say and we will have accomplished a whole lot more, IMHO.

Exposing the empire

While I agree with you that things like H.R. 645 are "symptoms" I think it is important that we fight any attempt to make "legal" anything that clearly circumvents the Constitution and creates a false legal framework for the overt police state.

This shows the political elites that the people are paying attention, makes it more obvious to the world exactly what is going on and slows the creation of the overt police state.

We need to fight every attempt to subjugate local law enforcement to federal authority by way of spurious "laws" that corrupt or ignorant local officials can hide behind.

I'm not a paranoid person either, but surely you can see how easy it would be to manufacture a health crisis or instigate food riots creating a pretext for martial law and provide a cover to isolate and remove political dissidents from the general population.

Of course, this could all be a ruse to waste our time. I'm still waiting to see if H.R. 1959 gets resurrected during the new session.

The American people (including Canadians and Mexicans) are the real power in North America, we just have to recognize this fact and act accordingly. We need to reject all attempts at divide and conquer tactics and all stand up for our basic rights and insist on the rule of laws that are just.

I think we should embrace Bob Marley's classic song, "Get Up, Stand Up", as our anthem.

No, I really don't, unless of course 1955/1959 gets resurrected and passes. And even then I don't think it would be quite so easy.

I guess together we will be passing out info about false flag terrorism, but don't mind me if I pass on standing on a corner yelling "close the concentration camps" and instead grab a beer with some friends. Or I may go and join the hundreds of people protesting the opening of a government funded Bio Research lab in my neighborhood, an event which is happening now and about which no truthers here seem to care. H.R. 1955/ S. 1959 which died in Senate subcommittee during the last session and will have to be re-submitted and begin the process again before it can become law.

I won't be standing on any corners "yelling 'close the concentration camps' " either, unless the detention centers are being used or it becomes clear that they are about to become active. I, too, prefer to stick to the known and spend my non-9/11 related activism hours working on local issues.

I have no idea what AJ talks about as I never listen to him and almost never visit any of his sites.
