Bill Clinton campaigns in South, far West Texas on eve of primary

EL PASO, Texas (AP) -- Former President Bill Clinton wrapped up a swing across Texas on the eve of the state's critical primary, telling voters in El Paso Monday night that Sen. Hillary Rodham Clinton can return the country to the prosperity of the 1990s.

"This country is in trouble and Hillary wants us to grow together," Bill Clinton told the cheering crowd. "She believes this country is best when we have shared responsibilities. If she is elected president and the Congress adopts her plans for millions of jobs based on energy independence ... and her health care plans and education reform plans, there will be more broadly shared prosperity than when I served.

"If you want that, you go out and elect her. I truly believe she is the best qualified person to be commander in chief ... and to be diplomat in chief."

Hillary Clinton has suffered 11 straight defeats to Barack Obama.

About 500 people crowded into a frigid airplane hangar at the city's international airport for the 9 p.m. rally. Bill Clinton took the stage, the bed of a 1970s-era faded yellow Chevy pickup truck, about 15 minutes later.

The former president used part of his 15-minute speech to remind the crowd about the importance of the post-primary caucus that will award 35 percent of Texas' 193 delegates.

"I think the future of your country is worth it," Bill Clinton said.

Earlier Monday, the former president campaigned in Corpus Christi, Laredo, Eagle Pass, Del Rio, Edinburg, and Brownsville.

Monday was Bill Clinton's second stop in El Paso. Last month he toured the city's east side, attending several early voting rallies. Hillary Clinton kicked off the Texas campaign with a rally at the University of Texas-El Paso that drew about 12,000.

Hillary Clinton has campaigned hard in the heavily Latino and Democratic South Texas region - where she worked registering voters for George McGovern's failed 1972 presidential bid. She has made two trips to the Valley in the past month. Chelsea Clinton was there late last month.

The Rio Grande Valley has been fertile fundraising territory for the Clintons over the years, and Hillary Clinton's campaign has raised nearly $1 million in the Edinburg-McAllen area. At an earlier Bill Clinton campaign stop Monday in Edinburg, local developer and Clinton fundraiser Alonzo Cantu was among the nearly 1,000 in attendance.

Speaking in a gym at the University of Texas-Pan American in Edinburg, Bill Clinton touched on his wife's plans to reinvigorate the economy, provide health insurance and make college affordable.

Obama spoke to more than 5,000 on the campus two weeks ago.

At Bill Clinton's first event Monday in Corpus Christi, he spoke for five minutes.

Afterward, a protester was charged with disorderly conduct after yelling at Clinton. The Corpus Christi Caller-Times reported that the man was holding a sign saying the Sept. 11 attacks were an inside job as Clinton spoke. The man yelled at Clinton later as the former president shook hands with the crowd.

Police were approaching the man when someone in the crowd grabbed his sign and tore it in half. The paper says the unidentified man screamed at officers to protect his First Amendment rights. Police handcuffed the man and took him to a patrol car.

Maybe the title of this post should read 'arrested for being potentially disruptive and screaming questions at B. Clinting', yes?

That passage appears to be making two possibly conflicting claims. Was the protester initially yelling at Clinton? Or was he yelling in reaction to the Clinton heavies who stole and destroyed his sign?

And what does "yelling" mean in a context like this, anyway? At a big political rally, countless people tend to be "yelling." They're often trying to be heard across a considerable distance, with a great deal of background noise. It's one thing if someone manages to get right into someone's face and scream at length -- that's obviously abusive, harassing behavior. But that wasn't going to happen to a former president in any event: The Secret Service agents who always accompany former presidents during public appearances would never have allowed it. (Unless they were deliberately helping set up their client for assassination, as appears to have been done with JFK, but that's obviously inapplicable here.)

So either this protester was calling out to Clinton at some distance, which would be the only practical way Clinton would be able to hear him in this setting, or he was reasonably responding to his property being abducted and destroyed.

Why, then, was he arrested? Wasn't it the vandals who should've been arrested instead?
