Dear President Bush and Vice President Cheney:

As a candidate for the US House of Representatives from Connecticut's 5th District, I am writing
to request that you resign from office immediately for high crime and misdemeanors committed against the Constitution to save the country the upheaval and disgrace of having to impeach you. Like Richard Nixon, for his conduct of the Vietnam War and Watergate, the case against you for lies to the Congress, leading to illegal and immoral Iraq and Afghanistan wars of aggression and occupation, is compelling. If you have any respect for the Constitution and the will of the American people, who voted overwhelmingly last November for Democratic Party candidates who voters thought would end the wars immediately, you will do the honorable thing, as Nixon did, and resign now.

Profound evidence exists that you both lied to congressional investigative committees, through your proxies, and to the press, that Iraq posed a threat to America because Iraq and Saddam Hussein possessed weapons of mass destruction, with an intent to use them against American interests. You and UK Prime Minister Tony Blair maintained this posture in the face of clear and credible contrary evidence and assertions of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) chaired by renowned international law scholar and diplomat Dr. Hans Blix. Dr. Blix and his staff consistently and correctly reported to you and the US government that Hussein and Iraq had no weapons of mass destruction. Not only did you disregard his views, but you used a false weapons of mass destruction pretext to begin an wars of aggression against Iraq and its people, in clear violation of US Constitution Article 6, which demands that all US treaties be upheld by our government as the supreme law of the land. Your conduct of the Iraq war is a clear violation of the United Nations Charter, a US treaty supported by every subsequent US government except yours. The Charter, established in our country due to its unequivocal intent to prevent and end all wars, specifically precludes wars of aggression, which under US Constitution Article 6 have been since WW II unconstitutional US policy.

Similarly, you have violated The Geneva Conventions and The Nuremberg Principles, both lawful US treaties which preclude torture, inhumane treatment of civilians and the military, and wars of aggression which you have conducted in Iraq and Afghanistan. Hence again, you have violated US Constitution Article 6. You have also been rightfully accused by US and international civic and political groups of violating US statutes precluding the lies to Congress which led to the wars and war funding. These facts have been discussed in media, academia and other circles for years without credible response from you. You have been accused of conspiring with the UK government to manipulate intelligence reports to support war pretexts. You have used the 9/11 tragedy to intimidate the Congress into passing unconstitutional domestic surveillance laws such as the Patriot Act, and enacted unconstitutional executive orders and signing statements on topics ranging from warrantless wiretapping of US citizens, to threats of confiscating Americans' assets for exercising US Constitution 1st Amendment rights to criticize your policies.

Yesterday President Bush both claimed the moral high ground by awarding the Congressional Gold Medal to the Dalai Lama and the moral low ground by threatening Iran and the world with WW III. This contradiction reflects the heart of the Bush administration's inherently immoral and unconstitutional nature, which believes it can hold both positions simultaneously. It cannot. Threatening the world with nuclear war is considered an illegal and an obviously immoral act under United Nations and other international and US human rights law. The administration cannot have it both ways.

Since announcing my pro-impeachment campaign for Congress I have been contacted by many Americans, some famous like Professor of international law Dr. Francis Boyle, Pentagon Papers icon Dr. Daniel Ellsberg, and former Star Wars program director Dr. Robert Bowman, who support much that I have written about the resignation and impeachment of your administration, and in the cases of Drs. Boyle and Bowman have formally endorsed me. Equally patriotic average Americans who feel betrayed by you have also called and written. I have been especially impressed with reports from my home state of Maine, where the Bush family keeps a summer estate at Kennebunkport, on which I worked full time for four years, 1971-75, for President Bush's grandmother, great aunt and great uncle, and knew his father President GHW Bush. The family kindly recommended me to Annapolis in 1975, and GHW Bush recommended me to Maine Law School in 1984. The reports from deeply honorable Mainers reflect growing fear and contempt of your administration, which they describe as fascist, and worthy of impeachment. This should sound an alarm with you, as it has for years with me. On a personal level, I regret that your administration has failed our nation and world so plainly. From ages 13 to 14 I carried then UN Ambassador GHW Bush's golf bag at Cape Arundel Golf Course, and that of several foreign UN ambassadors he hosted. From ages 15 to 18 I watched from Walker's Point as Republican National Committee Chairman GHW Bush, then US Envoy to China GHW Bush, and finally CIA Director GHW Bush rose through our government ranks. This close up view at a very impressionable time in my boyhood in many ways inspired me to consider a career in government service focusing on international relations, in which I later earned two university degrees plus a law degree. I have corresponded with President GHW Bush over the years on human rights and law, and more recently on Iran, where the President kindly and wisely wrote back that he supports policies of peace and reconciliation in the Middle East through United Nations and US diplomacy. I have no doubt that he correctly has told me that the world is a dangerous place, but I have had even greater faith in his judgment that professional US and other great power diplomacy with Iran and in the Middle East can and will lead to peace.

However, recent statements by you indicate that you reject President GHW Bush's wise counsel. Reports come to me daily from expertly informed Americans that you seeks new pretexts for war with Iran, by sending US supported Arab and western troops over that border from Iraq to engage Iranian forces, hoping Iran will strike against Iraq in self-defense, justifying an all out US war on Iran, probably including the use of nuclear weapons. Another report indicated that impeachment is "off the table" because of an internal war within our US military and intelligence agencies between those loyal to the Constitution - the pre-9/11 political "center" (or "establishment") - and those loyal to neo-conservative powers. The "center" includes Nancy Pelosi and both Clintons, who allegedly have brokered a "deal" with neocons such that in return for promises of no or reduced neocon crimes, impeachment was taken "off the table" so no neocon, including both of you, will go to prison. More reports from recent newspaper articles described "misplaced" nuclear weapons from Minot, North Dakota, most of which on 8-29-07 flew attached to the wings of a B-52 bomber over US airspace to Barksdale, Louisiana, where one weapon went "missing", fueling speculation that the US would have attacked Iran but for the intervention of loyal US military and intelligence officers. Another report concerned the alleged US military shoot down, so as to preclude neocon use, of a US satellite over Peru designed to guide US nuclear missiles. Another report, completely credible since its source spoke directly to the press, concerned statements by retired US Lt. General Ricrado Sanchez, that the Iraq war is endless, and were the administration in the military, they would be subject to court martial for their Iraq war conduct. Some contacts alleged that under the right circumstances, loyal US military officers will come forward, as Dr. Robert Bowman, Dr. Daniel Ellsberg, and Dr. Francis Boyle have urged, and testify about current and prospective criminal orders and plans of the administration. Concerned citizens have asked me to draft a memorandum of military and international human rights law to advise officers of their rights in such a case. Finally, 20 western Massachusetts lawyers and others who called a 7-5-07 impeachment meeting with their congressman John Olver reported that not only would he not support impeachment, but if he did he feared that you would cancel the 2008 elections and declare martial law - an obvious case of blackmail. All of these matters concern all Americans I see in my campaign work.

Recently on CSPAN US presidential candidate US Senator Joe Biden explained to New Hampshire college students that the US is at its lowest level of world opinion in history, that US policy is under the thumb of oil oligarchs that control you, and that rather than unite America and the world after 9/11, when 40,000 Iranians assembled in Tehran holding flowers in sympathy with our losses, you divided us and the world by lying about Iraq and demanding an illegal and immoral war of occupation, which Dennis Kucinich argues has killed more than 1.2 million Iraqi civilians. By so doing you de facto and de jure disenfranchised the United Nations by ignoring its Charter, and assumed illegal sovereignty over the American people by ignoring their Constitution, save what power Congress had and shamefully refused to use to stop you. For this, I believe, you both should be charged with treason, for high crimes and misdemeanors against your oath of office to uphold and defend the Constitution.

Accordingly, I have told my Congressman, Christopher Murphy of Connecticut, that because he has refused to enter articles of impeachment against you, he too has failed his oath to his constituents to uphold and defend the Constitution, and that if he does not immediately enter such articles against you, I will continue to run for his seat as an independent, calling for your impeachment now, and for the impeachment of any administration in 2009 that does not end the Iraq and Afghanistan wars immediately, bring home all US troops, end all war funding, close all US bases in Iraq and Afghanistan, offer reparations to the peoples and governments of both countries; and join with the UN to rebuild and pacify them, if that is possible. Like Al Gore's campaign to stop climate change, this is not a political question or policy, but a moral and spiritual imperative transcending politics. It will be the failure to take this perspective on the Middle East and in the world today generally that will lead us to WW III, not Iran's desire for nuclear energy. I vow to my children and theirs, to those of Congressman Murphy, and to those of our nation and ever smaller planet, to dedicate my simple but important campaign to this end.

On 10-17-07 the City Council of Los Angeles, the nation's second largest city with over 3 million people, voted a 12-2 a resolution to impeach your administration. I got notice of this from a very kind retired women, a career state employee, in Augusta, Maine, one of the nation's least populous and poorest states, who, in the tradition of the late Maine US Republican Senator Margaret Chase Smith, loves her country deeply, and wonders aloud with all impeachment advocates where Maine's and the nation's champions for our Constitution and democracy are today. Native Mainers, which your family knows I am, of all backgrounds were raised with good reason to revere Senator Smith for her famous "Declaration of Conscience" speech, delivered June 1, 1950 in the US Senate chamber in Wisconsin US Senator Joseph McCarthy's presence during the so called McCarthy hearings on un-American activities. It bears special repeating for your administration:

Mr. President:

I would like to speak briefly and simply about a serious national condition. It is

a national feeling of fear and frustration that could result in national suicide and

the end of everything that we Americans hold dear. It is a condition that comes from

the lack of effective leadership in either the legislative or the Executive Branch of our Government.

That leadership is so lacking that serious and responsible proposals are being made that national advisory commissions be appointed to provide such critically needed leadership...

I speak as a Republican. I speak as a woman. I speak as a United States Senator. I

speak as an American...

I think that it is high time for the United States Senate and its members to do some

soul-searching-for us to weigh our consciences-on the manner in which we are

performing our duty to the people of America-on the manner in which we are using or abusing our individual powers and privileges...

I think that it is high time that we remembered that we have sworn to uphold and defend

the Constitution. I think that it is high time that we remembered that the Constitution, as amended, speaks not only of the freedom of speech but also of trial by jury instead of trial

by accusation...

...embracing a philosophy that lacks political integrity or intellectual honesty would prove equally disastrous to this nation. The nation sorely needs a Republican victory. But I don't want to see the Republican Party ride to political victory on the Four Horsemen of Calumny-Fear, Ignorance, Bigotry, and Smear...

Senator Smith would lead the impeachment fight today to protect the nation from "national suicide". If you respect her principled reasoning, and her patriotism, as I do, you both should resign immediately.
