On Friday morning, August 17, 2007, 5 federal judges from the Western Division of the U.S. District Court of the Central District of California received a letter and packet of information regarding treasonous acts committed by the Bush administration (with a focus on Bush and Cheney in this communication) surrounding the attacks of September 11th, 2001. This district is the largest in the country, serving 17 million people, thus there are many judges who have not yet received information, who should and could in the future. The following judges received the letter and packets:

I had face to face contact with Judge Timlin for a few moments and announced that the content of my packet was regarding treason, misprision of treason and fulfilling my legal obligations surrounding these matters. After this, I met up with a gung-ho group of almost 50 people from the Los Angeles Impeachment Movement (www.bcimpeach.com) @ City Hall in the City Council Chambers to speak on support of the council passing an Impeachment Resolution. In addressing the Council, I mentioned my delivery of treason papers for Bush and Cheney and just got into 9-11 Truth when I ran out of my minute of time. I changed into my "9-11 Got Doubts?" shirt for the occasion (because I didn't think it was appropriate for the courthouse). Will post a recording of that later.

Meanwhile, here is the letter I delivered to the judges. I welcome critique, input and other folks' examples of how to fulfill our legal duty around our knowledge of treason. First Letter to Fulfill My Legal and Moral Responsibility to Discharge Knowledge of Treason in Relationship to the 9-11-01 Attacks

Honorable Judges A. Howard Matz, Mariana R. Pfaelzer, Christina A. Snyder, Robert M. Takasugi and Robert J. Timlin:

I, Jeremy William Rothe-Kushel, a resident of the county of Los Angeles and state of California, and a citizen of the United States of America, feel that it is my duty to inform you, pursuant to U.S. Code, Title 18, Part I, Chapter 115

§ 2381. Treason

Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined under this title but not less than $10,000; and shall be incapable of holding any office under the United States.

And § 2382. Misprision of Treason

Whoever, owing allegiance to the United States and having knowledge of the commission of any treason against them, conceals and does not, as soon as may be, disclose and make known the same to the President or to some judge of the United States, or to the governor or to some judge or justice of a particular State, is guilty of misprision of treason and shall be fined under this title or imprisoned not more than seven years, or both.

Of treasonous acts perpetrated on and after the attacks of September 11, 2001, by individuals high up in the U.S. government, including, but not limited to, President George Walker Bush and Vice President Richard Bruce Cheney.

I write this letter not as a legal expert or constitutional scholar, but as an everyday human being attempting to be an engaged and responsible young citizen of the United States of America. Before presenting my information, I need to be clear about my intention. My intention is not to engage in sedition or libel, but to speak openly and honestly about the largest and most severe case of treason and mass murder in our history. I am not calling for the overthrow of our government but for the restoration of our government by bringing to justice those that have overthrown our government.

In exchange for taking the risk of speaking truths dangerous to those with great power, I require investigation and action into this matter on the part of reasonable and responsible members of the judiciary. It makes sense that these matters of such grave implications to our Republic and its Constitution should be taken up seriously by the judicial branch. The executive branch is deeply implicated in all this and the legislative branch appears to be too stuck in potential after-the-fact complicity and present political positioning to think reasonably and constitutionally about this. Thus, it is up to the judiciary to uphold the Rule of Law and defend the Constitution.

Treason, as you well know, is given its own third section under Article III of the Constitution where it is delineated as follows:

Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

I am putting forth this letter not as an accusation that members of the Bush Administration fully architected and implemented the terrorist attacks in September and October of 2001, but as an accusation that they capitulated to, operated with and covered up for the high level perpetrators of the attacks. Though I believe there to be a fair amount of individuals more central to this massive, treasonous conspiracy than the President and Vice President, I think it is appropriate to focus on them and what to me, and many others, are their clearly treasonous acts against this nation and its people. Since President George Walker Bush and Vice President Richard Bruce Cheney are the two civilians most deeply entrusted with protecting the American people, it is appropriate that the road to 9-11 Truth and Justice run preeminently through the White House.

Just acting to cover-up the true nature and perpetrators of such a heinous crime and act of war is an act of “adhering to [our] Enemies, giving them Aid and Comfort.” And it is clear to those that take a deep look at the facts distorted and left out of the 9-11 Commission Report that the Report itself was ultimately a cover-up facilitated by the administration. The administration's eagerness to not investigate this massive crime against America and humanity in general, as evidenced by the fact that it was well over a year before an investigation was even commenced, is striking. We must remember that after the Titanic sank, after the attack on Pearl Harbor, after the assassination of JFK and after the Challenger disaster, we had official investigations within a week and a half. But with the event that "changed everything" we would not have even had an investigation without the passion for Justice (still unfulfilled) of family members. The seriousness of the cover-up that was put forth is indicated by omission in the final report of deeper investigation into and/or discussion of, if any at all, such pertinent issues as:

1) The serious implications of foreknowledge, both warnings from abroad (about 10 nations gave warnings) and within (FBI agents Colleen Rowley and Robert Wright) that appeared to have been ignored and/or quashed from within. Additionally, the over three hours of testimony by former FBI translator Sibel Edmonds about information circulating in the FBI in the spring and summer of ’01 that an attack using aircraft was just months away got her but a footnote in the report and a gag order from John Ashcroft under “state secrets privileges,” clearly being abused to cover-up high-level corruption.
2) The institutional origin of the abnormally high level of put-options on companies affected by the attacks
3) The strange confluence of war-games and drills on that day (at least 10, possibly the largest grouping of war-games and drills in US history), some of which (NRO’s plane crash drill and Joint Chiefs/NORAD live-fly hijack drills with false blips inserted on radar screens under the name of Vigilant Guardian/Warrior) were mimetic of what actually ended up occurring on that day
4) Norman Mineta’s (Secretary of Transportation at the time) testimony, excluded from the final report, that clearly contradicted the time that Vice President Cheney (and the Report ultimately) said he (Cheney) was in the Presidential Emergency Operations Center by more than half an hour. Additionally, there is this bit of Mineta’s testimony that appears to point to an anomalous set of orders that the Vice-President gave while a plane approached through some of the most well defended airspace in the world and then allegedly hit the most secure building in the world on the side away from the top brass over an hour after it was first known a plane had been hijacked:
"There was a young man who had come in and said to the vice president, 'The plane is 50 miles out. The plane is 30 miles out.' And when it got down to, 'The plane is 10 miles out,' the young man also said to the vice president, 'Do the orders still stand?' And the vice president turned and whipped his neck around and said, 'Of course the orders still stand. Have you heard anything to the contrary?'“
5) The overwhelming audio-visual and physical evidence of controlled demolitions in all three of the buildings that were destroyed on 9-11-01 that shows, beyond a reasonable doubt, the attacks to have been other than just an external attack by Al-Qaeda. Over 100 architects and engineers in the group Architects and Engineers for 911 Truth (www.ae911truth.org), including Southern California’s very own highly experienced and respected mechanical engineer J. Marx Ayres, have put out this overwhelming list of reasons that the Twin Towers' destruction exhibited all the characteristics of destruction by explosions:
1. Extremely rapid onset of “collapse”
2. Sounds of explosions at plane impact zone — a full second prior to collapse (heard by 118 first responders as well as by media reporters)
3. Observations of flashes (seen by numerous professionals)
4. Squibs, or “mistimed” explosions, 40 floors below the “collapsing” building seen in all the videos
5. Mid-air pulverization of all the 90,000 tons of concrete and steel decking, filing cabinets & 1000 people – mostly to dust
6. Massive volume of expanding pyroclastic dust clouds
7. Vertical progression of full building perimeter demolition waves
8. Symmetrical collapse – through the path of greatest resistance – at free-fall speed — the columns gave no resistance
9. 1,400 foot diameter field of equally distributed debris – outside of building footprint
10. Blast waves blew out windows in buildings 400 feet away
11. Lateral ejection of thousands of individual 20 - 50 ton steel beams up to 500 feet
12. Total destruction of the building down to individual structural steel elements – obliterating the steel core structure.
13. Tons of molten Metal found by FDNY under all 3 high-rises (no other possible source other than an incendiary cutting charge such as Thermate)
14. Chemical signature of Thermate (high tech incendiary) found in slag, solidified molten metal, and dust samples by Physics professor Steven Jones, PhD.
15. FEMA finds rapid oxidation and intergranular melting on structural steel samples
16. More than 1000 Bodies are unaccounted for — 700 tiny bone fragments found on top of nearby buildings
6) The treasonous actions involved in obtaining and releasing the Osama Bin Laden ‘confession’ video (see attached statements and articles by engineer and journalist Maher Osseiran), and the subsequent lack of hard proof such that the FBI still does not list the attacks of 9-11-01 as a crime Bin Laden is wanted for.
7) The motive and means involved in the anthrax attacks weeks later that appeared to target key political (Tom Daschle and Patrick Leahy) and journalistic (Tom Brokaw) threats to the administration’s agenda (no official 9-11 investigation and passing the Patriot Act quickly through) using high-grade anthrax with a signature that possibly pointed towards a domestic government lab

In addition to these numerous pieces of evidence anomalous to the administration’s official account of the attacks, both President Bush and Vice President Cheney have very specific questions to answer that have treasonous implications if left unanswered. These could have been cleared up in the first place if they had been open and forthcoming about their testimony to the Commission rather than refusing to testify separately under oath or at least in public.

President George Walker Bush, in addition to his role in “adhering to [our] Enemies, giving them Aid and Comfort” by facilitating the capitulation to and cover-up of the true nature and perpetrators of the 9-11-01 attacks after the fact, has many questions to answer regarding discrepancies about his odd behavior the morning of 9-11-01 including, but not limited to:
-Why did he stay reading in the classroom while America was under attack and people were jumping and falling from burning buildings and it was not clear to most of us that the attacks were over?
-Why did the Secret Service allow him to sit in a public place while the country was under what was an alleged surprise attack?
-Did he really see the first plane hit on TV before he went into the classroom as he has said publically on at least two occassions, footage which was not shown on network TV until after the attacks were well over (Naudet Brothers footage)?
-Or did he see news coverage of the after effect of the plane hitting? And if this is the case, did not he or anyone among his crew think of terrorism in relation to such a high profile target rather than “That’s some bad pilot,” especially having gotten a PDB just a month earlier about Al-Qaeda’s intention and apparent preparation to hijack airliners and strike the U.S.A.?
-Why, the evening after the attack, did he proclaim, “Immediately following the first attack, I implemented our government’s emergency response plans” when it was clear that he sat there in the classroom for almost 10 minutes after Andrew Card had allegedly told him that a second plane had hit the towers and that America was under attack?

Vice President Richard Bruce Cheney, in addition to his role in “adhering to [our] Enemies, giving them Aid and Comfort” by facilitating the capitulation to and cover-up of the true nature and perpetrators of the 9-11-01 attacks, has serious questions to answer about his actions on 9-11-01, including but not limited to:
-Who is lying about when he was present in the Presidential Emergency Operations Center bunker, Richard Clarke and Norman Mineta, or himself and the 9-11 Commission Report?
-If he did lie, why?
-What were the orders that he gave to that young man and reconfirmed as a plane approached the Pentagon?

There are many other individuals that need to be put on trial for treason or misprision of treason, even if it is just to give information and clear their name in relationship to these horrific attacks and subsequent cover-up, but I believe the President and the Vice President should be first. An open, free and democratic society, such as the United States of America, cannot survive the deep suspicion held by millions of its citizens, backed up by overwhelming, unanswered evidence, that those holding the highest offices were and continue to be complicit in the worst terrorist attack in history. There is much more that I have not presented which can and will be presented at future dates to you and other judges. But I believe there is enough here to warrant action on your part.

Due to the severity of these charges and the clear and present danger presented to our nation if they are true, as I testify they are to the best of my abilities, I ask for a rapid and timely response to this letter. In an attempt to be as transparent as possible and to put healthy pressure on both the judiciary and the media to do their respective jobs, I will be sharing this information and the fact that I have shared it with you, with media outlets of many different kinds. In addition, your name will be added along with District of Connecticut judges
Janet C. Hall, Stefan R. Underhill, Warren W. Eginton and Alan H.
