Congressman on Homeland Security Committee Denied Access to Documents: Maybe Conspiracy

The Oregonian's got the goods.

Oregonians called Peter DeFazio's office, worried there was a conspiracy buried in the classified portion of a White House plan for operating the government after a terrorist attack.

As a member of the U.S. House on the Homeland Security Committee, DeFazio, D-Ore., is permitted to enter a secure "bubbleroom" in the Capitol and examine classified material. So he asked the White House to see the secret documents.

On Wednesday, DeFazio got his answer: DENIED.

"I just can't believe they're going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack," DeFazio says.

Homeland Security Committee staffers told his office that the White House initially approved his request, but it was later quashed. DeFazio doesn't know who did it or why.

"We're talking about the continuity of the government of the United States of America," DeFazio says. "I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee."

Bush administration spokesman Trey Bohn declined to say why DeFazio was denied access: "We do not comment through the press on the process that this access entails. It is important to keep in mind that much of the information related to the continuity of government is highly sensitive."

Norm Ornstein, a legal scholar who studies government continuity at the conservative American Enterprise Institute, said he "cannot think of one good reason" to deny access to a member of Congress who serves on the Homeland Security Committee.

"I find it inexplicable and probably reflective of the usual, knee-jerk overextension of executive power that we see from this White House," Ornstein said.

This is the first time DeFazio has been denied access to documents. DeFazio has asked Homeland Security Committee Chairman Bennie Thompson, D-Miss., to help him access the documents.

"Maybe the people who think there's a conspiracy out there are right," DeFazio said.

New terrorist attacks loom

as many recent reports portend, (e.g. http://counterpunch.org/roberts07162007.html). Here in Oregon, we're now facing and trying to mobilize to shut down Noble Resolve, which includes, along with natural disaster emergency response drills, War on Terror scenarios.

We are now urging all concerned to flood the media, elected representatives and government officials with the following demand:

Continuity of Government (COG)

By coincidence I was doing some research on COG and I found the following:

"According to one report, on September 11, 2001 three of the E-4Bs were participating in a live command-level exercise known as Global Guardian. The exercise is an annual event, and is staged to test the readiness of the US military's command and control procedures involved in waging thermonuclear war. The 2001 exercise started the week before September 11 under the directorship of Admiral Richard Mies, commander-in-chief of STRATCOM. According to various reports, the drill was in "full swing" at the time of the 9/11 attack."

I'm doing a research piece that will identify one of these E-4B's involved in a war game exercise on 9/11.

According to the report mentioned, “These E-4B National Airborne Operations Center planes—nicknamed “Doomsday” planes during the Cold War—are intended to control nuclear forces from the air in times of crisis. They are capable of acting as alternative command posts for top government officials from where they can direct US forces, execute war orders and coordinate the actions of civil authorities in times of national emergency.”

This was not a new exercise. In the 1980’s, the E-4B’s were used in similar drills in “top-secret exercises… testing a program called continuity of government (COG) that would keep the federal government functioning during and after a nuclear war.” Noteworthy is that “Dick Cheney and Donald Rumsfeld participate in the COG exercises,” and they were “regular participants in top-secret exercises, designed to test a program called continuity of government (COG).”

During the Iran Contra hearings

During the Iran Contra hearings Congressman Jack Brooks directly asked Oliver North about a story in a Miami newspaper that exposed COG plans to suspend the Constitution. There was a lot of tension in the room and the chairman stopped Brooks and said, "that goes into a highly sensitive and classified area." Brooks countered saying that he was deeply concerned because it specifically mentioned the suspension of the US Constitution, and the chairman just basically repeated himself. Also, General Tommy Franks is quoted as saying after 9/11 that if another national emergency were to occur then the U.S. would probably get rid of the Constitution and replace it with a military style of government. Kissinger has said the same thing... these quotes are easy to find. This has been in the works for a while.

Listen, I don't mean to be an alarmist, but I think people should get a small supply of potassium iodate which protects the thyroid from nuclear poisoning. You can find it online. From what I've read, iodate is better than iodine. The government will not protect us--we will have to look out for ourselves and each other. Even if this is just a scare tactic, it's much better to be safe than dead.
